Summary:
This article highlights the concept of regulation within territorial cooperation. Defining and implementing public policies within European Groupings of Territorial Cooperation (EGTCs) proceeds from territorial reconfigurations taking place within the EU, or, in other words, from a revised distribution of governance levels.
The contractual normative autonomy of EGTC-members enables the deployment of terriorial regulation, considered as a factor of greater flexibility within the relationship between government levels. It especially affects the relations between Member States and subnational entities while assessing EU cohesion policy. Such territorial regulation aims at efficiently delivering missions of public services to citizens.
A multilevel contractualization of public strategies within EGTCs Statutes and Conventions could thus appear as a form of territorial self-regulation. Examining EGTC-regulation’s mechanisms however reveals procedures of State control, regarding both the conception and the functioning of EGTCs. Nonetheless, the regulation foresees Member States participation to EGTCs, leading to a reinforcement of the principle of partnership, which the revision of the regulation will accentuate.
